Understanding Martyn’s Law: What It Means for Public Safety and Private Security

Written by

At ZAM Secure, our mission is to provide trusted, high-quality security services that prioritize the safety of people, premises, and events. One of the most significant legislative developments in UK security in recent years is the introduction of Martyn’s Law – a proposed law that will affect how security is managed at public venues across the country.

What Is Martyn’s Law?

Martyn’s Law – also known as the Terrorism (Protection of Premises) Bill – is named in memory of Martyn Hett, one of the 22 people tragically killed in the Manchester Arena bombing in 2017. The law aims to ensure that security measures are in place to protect the public from terrorist threats at venues and events.

The legislation will apply to publicly accessible locations (PALs), including:

Music venues

Shopping centres

Sports stadiums

Public squares and parks

Places of worship

Hospitality venues

The goal is to promote proportionate security planning and training, ensuring that all staff and security professionals are prepared to respond effectively in case of an incident.

How Will Martyn’s Law Affect the Security Industry?

Martyn’s Law introduces a tiered approach to security planning based on the size and capacity of venues:

Standard Tier: Applies to venues with a capacity of 100–799 people. Requires basic training and a clear security plan.

Enhanced Tier: Applies to venues with a capacity of 800+ people. Requires a thorough risk assessment, more detailed planning, and preparedness measures.

This will have a significant impact on how private security firms like ZAM Secure operate. We ensure that all our staff are trained to meet these evolving standards and maintain compliance with national safety expectations.
